Diversion and Reentry for Justice-Involved Youth with Disabilities: A Landscape Analysis of Ten New York Counties

Abstract: In New York State (NYS), local justice agencies have significant discretion in designing and identifying programs for juvenile justice diversion and reentry. A threshold question is: who administers the program and what agencies are involved? As a result of this local discretion, programs and services can differ depending on where a young person lives. There are also differences in the extent that counties publicize the diversion and reentry offerings available in their area. To help summarize the various local programs available in NYS, this resource provides a summary of diversion and reentry programs in ten NYS counties, with a specific emphasis on identifying county programs that specifically serve justice-involved youth with disabilities (ages 14-24).
